About Us

The Philadelphia Office of Children and Families (OCF) works across City departments to ensure that policies, resources, and services for children and families are aligned and coordinated in partnership with the School District of Philadelphia.  The OCF Out-of-School Time programming, delivered by community-based organizations, is part of the OCF continuum of prevention programs and activities designed to contribute to the overall well-being of youth through access to services that promote their healthy, physical, social, educational, and emotional development.  They are designed for all youth, particularly those who need to be diverted from or have current or previous involvement in the child welfare system.

Public Health Management Corporation (PHMC) is a nonprofit 501(c)(3) public health institute that builds healthier communities through partnerships with government, foundations, businesses and community-based organizations. PHMC has served the Greater Philadelphia region since 1972 as a facilitator, developer, intermediary, manager, advocate, and innovator in the field of public services and health. PHMC fulfills its mission to improve communities by providing outreach, health promotion, education, research, planning, technical assistance, and direct services.  

PHMC’s Role in the Philadelphia OCF Out-of-School Time Project

PHMC is the fiscal and contracting entity for Philadelphia OCF Out-of-School Time Project (OST) and manages the bidding process. In this role, PHMC, in collaboration with Philadelphia OCF, supports the provider community through data collection and reporting related to provider service delivery, oversees provider contract development, execution, invoicing and payment, as well as provides program quality support and assessment.

Philadelphia OCF will facilitate and monitor continuous quality improvement practices for all funded providers. 

About Philadelphia OCF Out of School Time Project

The Philadelphia Office of Children and Families (OCF) OST Project invests in quality programs for Philadelphia children and youth, grades K-12. 

OST programs are a critical resource for vulnerable children, youth, families, and communities. OST programs improve educational and employment outcomes for children, youth, families and communities. Quality OST programs should: 

  • improve social and emotional skills,
  • enhance resilience, 
  • reduce truancy and improve school attendance, 
  • increase reading motivation, 
  • support grade promotion, and
  • improve high school graduation rates.

OST programs also enable parents to take part in the work force and offer employment to community residents.

This RFP represents the City of Philadelphia’s commitment to: 

  • Build on practices that increase quality and connect to national best practices in OST
  • Diversify high quality opportunities available to youth across the city
  • A well prepared and appropriately compensated workforce
  • Equitable access to programming that ensures children, youth, and families thrive
  • Work in partnership with the School District of Philadelphia by aligning with their goals of 100% of 8-year-olds reading on or above grade level and 100% of students graduating, ready for college and career

This RFP is a competitive solicitation for services for youth enrolled in kindergarten through 8th grade and is limited to the provision of OST programming at the following Community Schools: 

Applicants for Hamilton Disston and Overbrook Educational Center that do not apply for both elementary and middle models at those sites will be disqualified during the application review process. 

All applicants must apply for the number of slots listed for each school. Failure to apply for the listed number of slots may lead applications to be disqualified from review. 

The provision of services will deploy the General Out of School-Time strategy for elementary and middle school-age children and youth:

The following is the minimum compensation requirements required by this RFP:

  • Site Directors (minimum of 1 required for each site) will be required to receive compensation of a least $37,000 annually. 
  • All part-time staff will be required to work an average of 20 hours per week and receive compensation of at least $15 per hour.

Eligible Providers 

This is an open and competitive process that will require respondents to demonstrate:

  • Existing expertise in meeting the needs of Philadelphia’s youth through high-interest and impactful programming.
  • Plan for recruitment efforts that engage Philadelphia’s most vulnerable families, with an emphasis on the enrollment and retention of children and youth involved in Philadelphia’s child welfare system.

Not-for-profit agencies that deliver services to youth in the areas of Arts, STEM and Athletics/Health are encouraged to apply.
