About Us

The Philadelphia Office of Children and Families (OCF) works across City departments to ensure that policies, resources, and services for children and families are aligned and coordinated in partnership with the School District of Philadelphia.  The OCF Out-of-School Time programming, delivered by community-based organizations, is part of the OCF continuum of prevention programs and activities designed to contribute to the overall well-being of youth through access to services that promote their healthy, physical, social, educational, and emotional development.  They are designed for all youth, particularly those who need to be diverted from or have current or previous involvement in the child welfare system.

Public Health Management Corporation (PHMC) is a nonprofit 501(c)(3) public health institute that builds healthier communities through partnerships with government, foundations, businesses and community-based organizations. PHMC has served the Greater Philadelphia region since 1972 as a facilitator, developer, intermediary, manager, advocate, and innovator in the field of public services and health. PHMC fulfills its mission to improve communities by providing outreach, health promotion, education, research, planning, technical assistance, and direct services.  

PHMC’s Role in the Philadelphia OCF Out-of-School Time Project

PHMC is the fiscal and contracting entity for Philadelphia OCF Out-of-School Time Project (OST) and manages the bidding process. In this role, PHMC, in collaboration with Philadelphia OCF, supports the provider community through data collection and reporting related to provider service delivery, oversees provider contract development, execution, invoicing and payment, as well as provides program quality support and assessment.

Philadelphia OCF will facilitate and monitor continuous quality improvement practices for all funded providers. 

About Philadelphia OCF Out of School Time Project

The Philadelphia Office of Children and Families (OCF) OST Project invests in quality programs for Philadelphia children and youth, grades K-12. 

OST programs are a critical resource for vulnerable children, youth, families, and communities. OST programs improve educational and employment outcomes for children, youth, families and communities. Quality OST programs should: 

  • improve social and emotional skills,
  • enhance resilience, 
  • reduce truancy and improve school attendance, 
  • increase reading motivation, 
  • support grade promotion, and
  • improve high school graduation rates.

OST programs also enable parents to take part in the work force and offer employment to community residents.

This RFP represents the City of Philadelphia’s commitment to:

Eligible Providers

This Request for Proposals is a competitive solicitation – eligible applicants are non-profit and for-profit organization that have demonstrated experience serving youth with disabilities in the Philadelphia region.  Successful applicants must also demonstrate that they:

  • Have the fiscal and organizational capacity to ramp up programming quickly.
  • Can meet all of the regulatory requirements to ensure child safety.
  • Can ensure required program staffing that is in compliance with all clearances and training requirements.
  • Can meet program prerequisites for insurance.
  • Have the fiscal capacity to implement the program in a cost-based reimbursement structure within the program budget.

Program Overview: Enrichment Program  

this RFP is for the Enrichment program that will accompany the SDP’s ESY program.  The following overview is from the attached SOP.  Additional information on program design and implementation can be found in detail in the SOP.

During Summer 2022, Academic Enrichment Sites will serve elementary and middle school students and their families by:

  • Facilitating a six-week, summer experience centered around a central culminating event.
  • Providing activities focused on creative and performing arts, athletics, and STEM.
  • Develop an environment that fosters Social Emotional Learning through content rich activities and routines
  • Deliver summer learning content to support youth engagement in fun academic experiences including at least 1 culminating event per model.
  • Provide 6 field trip opportunities through visiting field trips
  • Building and sustaining clear communication with applicable school building hosts including but not limited to School Leaders on site, Building Engineers, School Safety Officers, and Food Service staff. 

Program Benchmarks:

The primary goals of the Summer 2022 Enrichment at Academic Sites programming include:

Goal 1: Complete all enrollment activities for 100% of families that apply for the Academic Program at the assigned site including ensuring all student can be served safely

Goal 2: Retain at least 90% of students in program for entire six weeks.

Goal 3: Demonstrate a high rate of satisfaction amongst participating children and families who report they would opt to return to the program or refer others. 

Goal 4: Ensure 90% of enrolled student complete at least 1 culminating event.

  • Board Resolution (or bylaws) identifying contract signatories
