About Us

The Philadelphia Office of Children and Families (OCF) works across City departments to ensure that policies, resources, and services for children and families are aligned and coordinated in partnership with the School District of Philadelphia.  The OCF Out-of-School Time programming, delivered by community-based organizations, is part of the OCF continuum of prevention programs and activities designed to contribute to the overall well-being of youth through access to services that promote their healthy, physical, social, educational, and emotional development.  They are designed for all youth, particularly those who need to be diverted from or have current or previous involvement in the child welfare system.

Public Health Management Corporation (PHMC) is a nonprofit 501(c)(3) public health institute that builds healthier communities through partnerships with government, foundations, businesses and community-based organizations. PHMC has served the Greater Philadelphia region since 1972 as a facilitator, developer, intermediary, manager, advocate, and innovator in the field of public services and health. PHMC fulfills its mission to improve communities by providing outreach, health promotion, education, research, planning, technical assistance, and direct services.  

PHMC’s Role in the Philadelphia OCF Out-of-School Time Project

PHMC is the fiscal and contracting entity for Philadelphia OCF Out-of-School Time Project (OST) and manages the bidding process. In this role, PHMC, in collaboration with Philadelphia OCF, supports the provider community through data collection and reporting related to provider service delivery, oversees provider contract development, execution, invoicing and payment, as well as provides program quality support and assessment.

Philadelphia OCF will facilitate and monitor continuous quality improvement practices for all funded providers. 

About Philadelphia OCF Out of School Time Project

The Philadelphia Office of Children and Families (OCF) OST Project invests in quality programs for Philadelphia children and youth, grades K-12. 

OST programs are a critical resource for vulnerable children, youth, families, and communities. OST programs improve educational and employment outcomes for children, youth, families and communities. Quality OST programs should: 

  • improve social and emotional skills,
  • enhance resilience, 
  • reduce truancy and improve school attendance, 
  • increase reading motivation, 
  • support grade promotion, and
  • improve high school graduation rates.

OST programs also enable parents to take part in the work force and offer employment to community residents.

This RFP represents the City of Philadelphia’s commitment to:

  • Equitable access to programming that ensures children, youth, and families thrive
  • Work in partnership with the School District of Philadelphia by aligning with their goals of 100% of 8-year-olds reading on or above grade level and 100% of students graduating, ready for college and career

Eligible Providers

This Request for Proposals is a competitive solicitation – eligible applicants are non-profit organizations with demonstrated experience serving youth enrolled in kindergarten through 12th grade. 

Successful applicants will also demonstrate that they: 

  • Demonstrate an understanding of the Community School Model
  • Have the fiscal and organizational capacity to ramp up programming quickly;
  • Can meet all of the regulatory requirements to ensure child safety;
  • Can ensure required program staffing that is in compliance with all clearances and training requirements;
  • Can meet program prerequisites for insurance; and
  • Have the fiscal capacity to implement the program in a reimbursement fee-for-service structure within the program budget.

Note that prior to submission, organizations must thoroughly review the Draft School Year 2022-2023 Community School’s Out of School Time Standard Operating (SOP) that are part of this RFP

Applications are due by August 26, 2022 by 4:59 p.m. (Note that the submission portal will close at that time).

Applicants must specify the school and model for which they are applying and then respond to the appropriate narrative questions.  If applying to serve a school with both and elementary and middle school model, then applicants must respond to all narrative questions for both models.  If applying to serve more than one school, applicants must complete relevant sections of the Cognito Form for each school and answer all questions. Applications to different schools will be considered independently – providers may not be awarded funding to any or all schools for which they apply.

Applicants are required to provide the following documents with the application

  • Proposed Program Budget based on the listed annual funding amount
  • List of current board members
  • Tax identification letter (IRS letter identifying the organization and a nonprofit)
  • Most recent audited financial report
  • Certificate of Non‐indebtedness to the City of Philadelphia
