The Philadelphia Office of Children and Families (OCF) works across City departments to ensure that policies, resources, and services for children and families are aligned and coordinated in partnership with the School District of Philadelphia. The OCF Out-of-School Time programming, delivered by community-based organizations, is part of the OCF continuum of prevention programs and activities designed to contribute to the overall well-being of youth through access to services that promote their healthy, physical, social, educational, and emotional development. They are designed for all youth, particularly those who need to be diverted from or have current or previous involvement in the child welfare system.
Public Health Management Corporation (PHMC) is a nonprofit 501(c)(3) public health institute that builds healthier communities through partnerships with government, foundations, businesses and community-based organizations. PHMC has served the Greater Philadelphia region since 1972 as a facilitator, developer, intermediary, manager, advocate, and innovator in the field of public services and health. PHMC fulfills its mission to improve communities by providing outreach, health promotion, education, research, planning, technical assistance, and direct services.
PHMC is the fiscal and contracting entity for Philadelphia OCF Out-of-School Time Project (OST) and manages the bidding process. In this role, PHMC, in collaboration with Philadelphia OCF, supports the provider community through data collection and reporting related to provider service delivery, oversees provider contract development, execution, invoicing and payment, as well as provides program quality support and assessment.
Philadelphia OCF will facilitate and monitor continuous quality improvement practices for all funded providers.

During Summer 2022, Academic Enrichment Sites will serve elementary and middle school students and their families by:
Program Benchmarks:
The primary goals of the Summer 2022 Enrichment at Academic Sites programming include:
Goal 1: Complete all enrollment activities for 100% of families that apply for the Academic Program at the assigned site including ensuring all student can be served safely
Goal 2: Retain at least 90% of students in program for entire six weeks.
Goal 3: Demonstrate a high rate of satisfaction amongst participating children and families who report they would opt to return to the program or refer others.
Goal 4: Ensure 90% of enrolled student complete at least 1 culminating event.
